Each dog tested through our organization has shown that he/she is capable of aiding their handler with a task that mitigates a disability. The dog has demonstrated that he/she is able to function in the community without causing disruption or added stress to the handler. This voluntary testing includes the demonstration of one or more tasks that the dog was specifically trained to do for their handler. The second part of the test is exposure to sudden loud noises and movements, large crowds, unpredictable people, untrained dogs, children, medical devices, public transit, and more.

Lighthouse Canine Learning Center is a Service dog education, advocacy, training, and breeding program. We know service dogs inside and out and could clearly see the need for someone to move forward with a Service Dog Testing Program.
Our main goal is to promote confidence and saftey in our community for both handlers and businesses. Seeing a dog in a Lighthouse Canine Learning Center vest, or with an LCLC ID Tag will be the fastest and easiest way to know a dog is a service animal without having to stop your customers and a stressful confrontation.

of Americans have a disability, and service dogs are becoming a very popular way to help them get back to living. Many disabilities are not visible, and asking the wrong questions can have legal implications.

If any dog, regardless of their status as a Service Dog, acts in a manner that is aggressive or disruptive, you may ask them to leave the premises. Dogs are allowed one bark to alert their handler, but must remain under control at all times, and may not direct their bark at another human or animal. Some dogs are not on-leash because of the tasks they preform, and that is an exception to the leash laws that was made by the ADA. If any animal uses the bathroom indoors at any time, they may be asked to leave. Startled dogs must come back under control within a reasonable amount of time. Handler must be given the option to finish their transaction without the animal present, if they have been asked to leave. Where are service dogs allowed?
Under the ADA, a Service Dog is defined as a medical device, and are able to go anywhere their handler can go... for the most part.This includes buffet lines and other places serving food, but does not include kitchens where the food is prepared. Service Dogs are not permitted to drink from or go in fountains or human water fountains, nor can they eat from dishes used to serve humans. They may not eat while in a food establishment, and may only drink from disposable dishes or their own supplied bowl. They may never be fed food from the table or eat fallen food. Service dogs must be offered the same indoor seating as everyone else. Service Dogs are allowed in the hospital, Dr. offices and exam rooms, and even the lab and x-ray, but not in sterile areas like burn wards or operating rooms. Swimming pools are off limits, but they can accompany their handler to the water park as long as they have someone to stay with them at all times and don't enter the water. Service Dogs are allowed in State and Regional Parks, and must stay on the designated paths, and may not enter any bodies of water. Service Dog rights are not protected in churches, temples or places or worship. Service dogs are covered under the fair housing act, and do not qualify as a "pet", no additional pet deposit can be charged, and housing application cannot be denied because of a Service Dog. Hotels may not charge a pet deposit, and Service Dogs are allowed to be in non-pet friendly hotels. Fees if damages are made by a Service Dog should not be greater than the establishment would charge for a human doing the same damage.Denying access is a violation of the ADA and each violation results in a guaranteed $4000 fine if found in violation. Please educate your employees and exercise your rights in a fair and respectful manner.Dogs are not Robots, and can have bad days, too.
ASKING FOR ANY FORM OF IDENTIFICATION FROM A PERSON TO PROVE THE VALIDITY OF A SERVICE DOG IS ILLEGAL. SERVICE DOGS ARE PROTECTED UNDER THE ADA AND THEY AND THEIR HANDLERS ARE ALLOWED ACCESS TO ALL PUBLIC AREAS.
