Tested Service Dog Registry ℠ FAQs

Does the ADA Require a service dog to be tested?
No. The Americans with Disabilities Act (ADA) does not require service dogs to pass a formal test, obtain certification, or register with an organization. However, service dogs must be individually trained to perform tasks related to their handler’s disability and meet applicable behavior and control requirements for public access. At Lighthouse Canine Learning Center, we believe evaluation is an important part of responsible service dog training. We assess our dogs’ obedience, task performance, temperament, and public behavior to help ensure they are prepared for the responsibilities of service work.
What is the Tested Service Dog Registry ℠?
The Tested Service Dog Registry ℠ is an initiative of Lighthouse Canine Learning Center designed to recognize service dog teams that have completed our established evaluation process. Our testing assesses obedience, disability-related task performance, and appropriate public behavior to help promote safety, reliability, and responsible service dog handling. The registry reflects our commitment to accountability and high training standards. It is a private program, not a government registry or an ADA-required certification. Registration does not create legal service dog status or additional public access rights under the ADA.
How does the evaluation and verification process work?
Through the Tested Service Dog Registry ℠, service dog teams complete an evaluation of obedience, disability-related task performance, handler control, and appropriate public behavior. Each team is assessed against established criteria to help demonstrate readiness for the responsibilities of service work. Teams that meet the program's standards may be recognized through our registry. Our goal is to encourage responsible training, promote safety, and support reliable partnerships between handlers and their service dogs. This is a private evaluation program, not a government certification or a requirement under the ADA.
Is this test legal?
The Tested Service Dog Registry ℠ is a private, voluntary evaluation and recognition program operated by Lighthouse Canine Learning Center. Our program promotes responsible training, handler accountability, and public safety through structured service dog team evaluations. The registry is not a government program, and registration is not required under the Americans with Disabilities Act (ADA). Our evaluations do not grant legal service dog status or additional public access rights. The U.S. Department of Justice confirms that private organizations may offer voluntary registration programs, but their certificates and registries do not establish service-dog status under the ADA.
What does it mean when a dog has been evaluated?
An evaluated service dog has completed an assessment designed to measure skills important for safe, reliable working behavior. At Lighthouse Canine Learning Center, evaluations may include obedience, handler control, disability-related task performance, and appropriate behavior around people, animals, and everyday distractions. Evaluation results help identify a team's strengths and areas for improvement. Through the Tested Service Dog Registry ℠, qualifying teams may be recognized for meeting our established evaluation standards. This is a private assessment and does not replace ADA requirements or guarantee legal public access rights.
Can I verify a dog's registration online?
Yes! Dogs registered with the Tested Service Dog Registry ℠ can be verified online using the QR code on their registration card or identification materials. Simply scan the QR code with your smartphone to access the dog's registration information and confirm its status in our registry. This helps provide convenient verification and supports transparency within our program. Registry verification confirms registration with our organization; it is not government certification or proof of legal service dog status under the ADA.
Does registration replace service dog training?
No. Registration with the Tested Service Dog Registry ℠ does not replace proper service dog training. A service dog must be individually trained to perform tasks related to its handler’s disability and meet applicable behavior and control requirements under the ADA. Our evaluation process is designed to assess a team's skills and recognize those who meet our program's standards. Registration is voluntary and does not grant legal service dog status or additional public access rights.
Does registration guarantee access to every public place?
No. Registration with the Tested Service Dog Registry ℠ does not guarantee access to every public place. Under the Americans with Disabilities Act (ADA), access rights depend on whether a dog qualifies as a service animal under the law and meets applicable behavior and control requirements. Our registry provides private evaluation and recognition, but it does not grant legal access rights or replace ADA requirements. We encourage handlers to understand their rights and responsibilities when traveling and visiting public spaces with their service dogs.
